In a medium bowl, whisk together the flour, baking soda, baking powder, and salt. Set aside.
In a large bowl attached to a stand mixer, beat the butter and sugars together for two full minutes, until nice and creamy. Drop in the eggs one at a time, beating after each to combine. Beat in the vanilla extract.
With the mixer on low, add half the flour mix, until just combined. Beat in the sour cream, followed by the remaining flour. Using a rubber spatula, fold in the chopped sandwich cookies and chocolate chips. Cover and chill for one hour.
Preheat oven to 375 degrees, and line baking sheets with parchment paper. Drop rounded tablespoons 2 inches apart, and bake for 10 to 12 minutes. Allow to cool on the baking sheet for 2 minutes, remove to cooling racks to completely cool.
